The Regional Secretary of Siak Regency, Arfan Usman participated in the virtual signing of the Joint Decree (SKB) by the Minister for Empowerment of State Civil Apparatus and Bureaucratic Reform (Menpan-RB) Tjahyo Kumolo, Minister of Home Affairs (Mendagri) General Tito Karnavian, and Chairman of the Election Supervisory Agency of the Republic of Indonesia (Bawaslu-RI) Abhan, the Head of the State Civil Service Agency (BKN) Bima Haria Wibisana in the Bandar Siak Room, Second II, Siak Regent’s Office, on Thursday, Sept. 10, 2020.
After attending the event, Arfan Usman said that the SKB was prepared and compiled by the Ministry of National Development Planning, together with the Ministry of Home Affairs, the State Civil Service Agency, the State Civil Apparatus Commission, and the Indonesian Bawaslu.
According to him, the SKB regulates guidelines for monitoring the neutrality of the Election that will be held on December 9, 2020.
According to Arfan, Minister for Empowerment of State Civil Servants and Bureaucratic Reform (MenPANRB) said that the decree was an anticipatory step towards various the Election violations that might be committed by the Civil Apparatus.
“According to Mr. Tjahyo (MenPANRB), this decree is an anticipatory step for all parties to finalize various Election violations committed by the Civil Apparatus that may occur. We hope that in Siak Regency there will be no employees who commit violations in the upcoming Election”, he hoped.
Arfan also added that the Siak Regency Government is committed to implementing the various regulations contained in the SKB.
Previously, the Minister of Home Affairs said that the neutrality of the Civil Apparatus was an important key in minimizing conflict in the regions as a result of the implementation of regional democratic parties.
“The neutrality of the Civil Apparatus is an important key to the success of the Election 2020. Also to avoid anarchist actions and conflicts that may occur, we are therefore cautious about this Election”, said Minister Tito.
Abhan continued, the main factor affecting this neutrality was due to intimidation and even threats by the bureaucratic power.
