Epidemiology expert from Airlangga University (Unair) Surabaya, Dr. Windhu Purnomo, said the sanctions such as rocking to singing that were applied in a number of areas were ineffective.

According to him this is only like a joke.
Meanwhile, for the stipulated fines, Windhu said this was good enough to deter the public.
However, if the community cannot pay, it must be replaced with a more deterrent punishment.
