The Ministry of Home Affairs (Kemendagri) found a number of odd budget items in the DKI Regional Revenue and Expenditure Budget Draft (RAPBD) for the 2021 budget year in the DKI DPRD activities section.
This irregularity was discovered when the DKI Provincial Government and the DKI DPRD had approved the 2021 DKI RAPBD and submitted it to the Ministry of Home Affairs for evaluation.
The Director of Regional Budget Planning at the Ministry of Home Affairs, Bahri said, the budget irregularities reached Rp. 580 billion, starting from the procurement of a medical device budget to spending awards for achievement.
“Some adjustments were made because we found some were not in accordance with the legislation. There was an increase in the details of the council’s activities. There were things that were awful, we are fixing them,” Bahri told reporters, Wednesday, December 23.
Based on data held by the Ministry of Home Affairs, there are six DPRD sub-activities that are considered to have an odd budget totaling IDR 589 billion.
The first details are the budget for the discussion of the draft regulation with a proposed value of IDR 5,112,555,027.
The budget post will be used for the procurement of complete civilian clothing (PSL), capital expenditure for audio studio equipment, capital expenditure for personal computers, and spending on other computer equipment models at the DPRD Secretariat.
The second is the budget for the discussion of KUA-PPAS worth IDR 153,649,748,978. The allocation of the budget is divided into spending on salaries and allowances for the DPRD at the DPRD Secretariat.
The third is the sub-activity for the discussion of KUA Amendments and PPAS, with a value of IDR 2,310,670,340. The funds are used for shopping for daily civilian clothes, shopping for complete civilian clothes, shopping for daily official clothes, shopping for formal civilian clothes at the DPRD Secretariat.
The fourth is a sub-section of the board’s publication and documentation activities of IDR 350,332,264,769. This budget is divided into the object of spending on spare parts for medical devices at the DPRD Secretariat.
The fifth is anomalies in the work visit sub-activities in the area of IDR 27,272,043,970,000. The funds are planned to be used for spending on official trips abroad at the DPRD Secretariat.
Sixth, it was found in the sub-activities and consultation on the implementation of DPRD duties of IDR 41,458,540,986. more specifically, the total budget is IDR 580,135,824,070.
“This budget is considered odd because it does not have a direct correlation with the expected output of the activity in terms of indicators, benchmarks, and activity targets,” he concluded.
