The Regent of Siak Alfedri said the government’s goal of streamlining the bureaucratic structure or equalizing positions aims to create a more dynamic and professional bureaucracy.
“This is in accordance with the president’s direction as stated in the 2020-2024 National Medium Term Development Plan (RPJMN). How can the bureaucracy not hinder investment,” said Alfedri when opening the Follow-up Meeting on Bureaucratic Simplification in the Siak Regency Regional Government.
He continued, the policy was followed up by the Circular conveyed by the Minister of Administrative and Bureaucratic Reform Number 384 of 2019 dated 13 November 2019 concerning Strategic and Concrete Steps to Simplify Bureaucracy, Letter of the Minister of Home Affairs of the Republic of Indonesia Number 130/13988 / SJ dated 13 December 2019 regarding Simplification of the Bureaucracy in the Position of Administrator in the District / City Government Environment.
“We will be given no later than the 2nd week of June, the inauguration has been carried out, and now we are doing the technical test,” he said.
He continued, this is an effort to increase effectiveness and efficiency in order to support the performance of government services to the public.
Bureaucratic reform aims not to reduce the number of civil servants, but to streamline or shorten the route so that services are faster as the president wants.
“So for the Siak Regency Government, we have calculated that from structural to functional positions there are 243 echelon IV positions, which are currently scattered both in the Department and in the sub-districts. This is of course the basis for us to adapt them to functional positions” he said.
According to him, the government wants to reform the bureaucracy, which is considered to be hampering government programs.
Bureaucratic reform can be carried out both in the process of recruiting the Candidates for Civil Servants, improving performance management, and also structuring the bureaucracy of government organizations that are increasingly streamlined and simpler.
“We welcome this, streamlining the bureaucracy. The spirit is how to facilitate investment in the regions. The management path is simplified by means of being straightforward,” he hoped.
Alfedri ensured that the most important thing was that the downsized income of echelon officials would not be affected.
However, there is a possibility that the tasks they are carrying are no longer the same as before.
“In general, this simplification of the bureaucracy should not reduce the income of the employee concerned. So that the simplification of this position does not become frightening,” he explained.
The ultimate goal of simplifying the bureaucracy itself is to build a dynamic bureaucracy that has high flexibility, capability, has a superior culture, and a performance-based organization so that it can produce adaptive policies that are integrated into each unit.
Attending the event were the Assistant for General Administration of the Regional Secretary of the Siak Regency, the Head of Personnel & Human Resources Development Agency, the Regional Apparatus Organization’s Leaders, the Sub-District Heads, the Heads of the General Subdivision and staffing in each the Regional Apparatus Organization the Siak Regency Government.
