To Control the Spike in Covid-19 Cases, Indonesia has Tightened Rules on Domestic Travel

Indonesia has tightened rules on domestic travel as it enforces stricter social restrictions in Java and Bali to control the spike in Covid-19 cases.

The Covid-19 Task Force rolled out a circular on domestic travels during the Covid-19 pandemic.

In response, the Ministry of Transportation issued four circulars on domestic travels — each regulating land, air, sea transportation, and rail transport, respectively.

Under the new rules, domestic travelers in Java and Bali must have their vaccine record of at least the first dose.

They must take an RT-PCR test within 48 hours or an antigen test within 24 hours before the departure. This applies to sea and land transport, ferries, and long-distance trains.

Requirements for plane passengers in Java and Bali include a vaccination card and a negative RT-PCR test taken within 48 hours before the flight, Adita said.

The vaccine card is not mandatory for travelers outside Java and Bali. Their requirements only include a negative PCR test with 48 hours validity or a negative antigen test not older than 24 hours before the departure.

Passengers must also file an e-Hac document when traveling by air, sea, and ferries.

“There is an exception for those who cannot get their Covid-19 vaccine due to medical reasons within the time of the travel,” Adita said.

Following the social restrictions, all transportation modes have to slash their capacity and operational hours.

  • Air transport operates at a 70 percent capacity.
  • Buses and ferries have to lower their capacity from 85 to 50 percent.
  • Sea transport’s 100 percent capacity now drops to 70 percent.
  • Intercity rail transport’s capacity remains the same at 70 percent.
  • Commuter lines have to slash their capacity again from 45 percent to 32 percent.

The city commuter line operates from 4.00 a.m. to 9 p.m.

There will also be random Covid-19 antigen tests at terminals and train stations in agglomeration areas. In collaboration with the regional government, military and police, and other stakeholders, the transportation ministry will tighten borders between agglomeration areas by checking the travel documents.

Airports and train stations now have free vaccination services for their passengers. Vaccination will soon come to terminals and ports.

Vaccination is available at Terminal 2 and 3 of Soekarno-Hatta International Airport in Tangerang, Halim Perdanakusuma Airport in Jakarta, and Sultan Syarif Kasim Airport in Pekanbaru.

Train stations in Gambir, Pasar Senen, Bandung, Cirebon, Semarang Tawang, Yogyakarta, Solo Balapan, and Jember also offer Covid-19 jabs. Other locations will soon follow.
