The Presidential Instruction is considered by all parties to be a legal umbrella for officers in all regions to enforce regulations in disciplining the community to strictly implement health protocols as a joint effort to break the chain of Covid-19 spread.
“The President’s instructions are very urgent. This will be an answer to the current situation where the increase in cases (Covid-19) in Indonesia, including in Riau and Siak Regency, is quite significant,” said Regent Siak Alfedri after attending the Virtual Coordination Meeting.
Regent Alfedri also believes that health protocols should be implemented more strictly in the community.
“In general, we have understood the Presidential Instruction Number 6 of 2020, this is a legal umbrella for us (Regional Government and Law Enforcement Officials in the Siak Regency area) to discipline the people of Siak Regency regarding the strict application of the Covid-19 health protocol,” he said. .
According to Alfedri, Presidential Instruction Number 6 of 2020 contains 12 regulatory points, which include the implementation of the Covid-19 health protocol,
handling when cases are found in public places and facilities,
resources for handling Covid-19, and educational policies during the handling of Covid-19.

According to Alfedri, the Inpres also contains sanctions for violations of the implementation of health protocols by individuals, business actors, managers, organizers, or people in charge of public places and facilities.
These sanctions can be in the form of verbal or written warnings, social work, administrative fines, and termination or temporary closure of business operators.
“Regarding the sanctions for residents who do not comply with health protocols, they will be punished in the form of administrative sanctions (fines) and social sanctions such as cleaning roads, picking up trash, and so on,” said Alfedri.
Alfedri then explained that the step to impose sanctions was the last step taken, previously the Regional Government together with the Regional Leadership Coordination Forum would carry out efforts to socialize Presidential Instruction Number 6 of 2020 to the people of Siak Regency.

Alfedri added that the Presidential Instruction requires Regional Heads to formulate and stipulate Governor / Regent / Mayor Regulations related to the obligation to comply with health protocols for individuals, business actors, managers, administrators, or people in charge of public places and facilities.
“The Inpres also requires each Regional Head to compile and stipulate a Regional Regulation, in this case I am still waiting for the Regulation of the Governor of Riau, and then we will draft a derivative regulation, of course I and Forkopimda will discuss this matter further,” he concluded.
