China has administered experimental coronavirus vaccines to groups at high risk of infection since July.
No vaccine has yet passed the large-scale and final trials to prove that it is safe enough.
And it is effective at protecting people from contracting the virus which has caused nearly 800,000 deaths worldwide.
Its purpose is to increase the immunity of certain groups of people, including medical workers.
That includes those working in the food market and in the transportation and service sectors, said Zheng Zhongwei, a National Health Commission official.
Authorities could consider expanding the emergency use program to prevent possible outbreaks during fall and winter.
Guidelines for the emergency use of a potential coronavirus vaccine, approved on June 24, according to Zheng, have not yet been published.
State media Global Times reported in June that China had offered employees of a state-owned company a coronavirus vaccine candidate.
