The Head of the Siak Spatial and Settlement Public Work Service (PU Tarukim), Ir Irving Kahar, M Eng was selected as a speaker/resource person at the national level activities of the Ministry of PUPR in Jakarta.
He was side by side with the Head of the Banyumas Public Works Office, Central Java province and the Head of the Gresik Regency Public Works Office, East Java province in delivering the program for the activity.
“Yes, there are 3 regencies and cities that were chosen to present programs, innovations and new technology in the road sector at the verification event for the proposed DAK for the road sector for the 2022 budget year in Jakarta. We are from Riau, while the other two are from Banyumas and Gresik,” said Irving, Monday, June 14, 2021 yesterday.
He conveyed that his party also had very good communication with the Secretary General of the Ministry of PUPR so that he was trusted as a presenter in the activity.
The regencies/cities that were invited in the first wave were 60 regencies/cities.
This invitation is to convey innovations in the handling of regional roads as sharing during the verification event.
“So we were given 20 minutes to explain each program for handling road problems,” he said.
An important point from the Tarukim Siak Public Works Agency program that was conveyed at the forum started from the condition and situation of the roads in Siak.
Siak is in the condition of oil palm plantations and industrial forest plantations (HTI), and almost the entire area is peat land.
“The condition of district roads with a length of 2880.19 KM, while the APBD support since the last 5 years is quite small, but we are still committed to maintaining steady road conditions,” explained Irving, who got the audience’s attention.
According to Irving, to maintain this steady road, the Siak Public Works Agency is going through the Rapid Reaction Unit (URC) program. This program has been established since 2012.
“The task of the Siak Public Works personnel in the URC program is to ensure good road conditions. If there is a report that the road is damaged, the personnel will immediately move quickly to handle the road,” he said.
Because the support from the Siak APBD was relatively small while the district roads were very long, Irving also lobbied big companies.
“The goal is to maintain steady road conditions,” said Irving.
The URC program is currently still running. The Tarukim Siak Public Works Agency is also supported by the mini Asphalt Mixing Plant (AMP) technology. The Department of Public Works carries out maintenance with the mini AMP so that it is better to maintain steady road conditions.
“Of course the results of this innovation presentation will provide positive point values for the region and may increase the budget ceiling for the 2022 Special Allocation Fund (DAK),” he explained again.
Rino Suprapto, Head of the Center for Regional Infrastructure Facilities at the Ministry of PUPR, said that the verification of the proposed DAK for the road sector for the 2022 fiscal year was in order to maximize the development of new technology in the road sector.
“The center wants to know how the local government is implementing or implementing new technology,” said Rino.
For regions that have new innovations related to roads or have applied new technologies in road handling activities in the regions, they are expected to be able to present or explain these innovations to other regions in the verification activity of the DAK proposal for the road sector.
“Hopefully it can provide motivation for the region and open up the creation of new innovations in the road sector,” he added.
