The Regent of Siak, Drs. H. Alfedri, M.Si appointed some members of the Village Consultative Body (Bapekam) of Koto Ringin Village and Merempan Hilir Village – Mempura District.
The event began with the singing of the Indonesia Raya song, after which an oath of office was taken and two members of Bapekam were inaugurated, each from Koto Ringin and Merempan Hilir Villages.
The Regent of Siak, Alfedri in his speech conveyed the Regional Regulation of Siak Regency Number 5 of 2015 which is the legal basis for the formation of the Village Consultative Body in Siak Regency.
He also explained that article 1 paragraph (9) of the regional regulation regulates the Village Government and Village Consultative Body in regulating and managing the interests of local communities based on origins and customs which are recognized and respected in the Government system of the Unitary State of the Republic of Indonesia.
“The Village Consultative is a form of democracy within the village scope which has the authority to discuss and agree on draft village regulations with the leader of the village. You are also obliged to accommodate and channel the aspirations of the community, and to supervise the performance of the Penghulu,” said Alfedri.
The Regent also said that Penghulu as a leader in running the government system really needs the role of the Village Consultative Body (Bapekam), so a harmonious relationship between the two must be well established.
“The Village Consultative Body also has a control function that aims to make governance in the village more democratic and transparent,” he continued.
Furthermore, Alfedri hopes that there will be good cooperation not only between the village government and Bapekam, but also with village assistants, who some time ago have held a Coordination Meeting in order to equalize perceptions regarding village programs and policies.
“On September 1, 2020, a Coordination Meeting (Rakor) of village assistants throughout Siak Regency was held to equalize perceptions about programs and policies and regional regulations for that, I hope Bapekam and Penghulu will continue to communicate and coordinate with village assistants. this is for the sake of the advancement of our village, “he hoped.
Regent Alfedri then asked all elements of the village government to jointly succeed in the implementation of every program and activity contained in the Village Income and Expenditure Budget (APBKampung).
“I invite you, the head of the village, Bapekam, village assistants, as well as Bhabinsa and Bhabinkhamtibmas, along with community leaders, religious leaders, and youth leaders, let’s work together to successfully implement the programs and activities that have been contained in the Village Income and Expenditure Budget for welfare. society, “he appealed.
Alfedri also advised that the Village Budget be used as well as possible to empower the health and economy of the community in the midst of a pandemic, but it must be in accordance with existing regulations.
“I hope that the village budget is used as well as possible to improve the economy and health, such as empowering MSMEs, increasing agricultural production, plantations, livestock, fisheries, as well as industry and trade. Then the distribution of targeted social assistance, provision of health facilities, so as to build economic resilience and health of village communities in the midst of the Covid-19 pandemic, this is where Bapekam’s more role is expected, “he said.
According to him, health and economy are two main things that must be realized together between elements of government and all village communities.
“Let’s take care of our health, especially the implementation of health protocols, we must continue to carry out, so that with us being healthy, we will be able to work and be productive towards an independent village,” he concluded.
